PP stamp question: can we choose any BCIS office for pp stamp?

my freind I-485 got approval, but his spouse approval letter goes to Ohio where she is studying. now now my friend wife comes back to NJ to stay with my freind during summer vacation. Can someone know whether she can get her passport stamped in Newark, NJ, or not?
 
Yes you can

My approval notice asked me to go to the Portland, Oregon district office for stamping because that was my previous address. I updated my address but maybe the approval notice got sent out just before the update. I went to the Newark, NJ office last Friday and got my passport stamped. Took me about 5 hours to get it done because I did not have an appointment for Newark. They did not ask me any questions about my address but take some proof such as mail, lease etc, just in case.

Did Newark BCIS ask you to wait for 5 hours? or they rejected you at first, then let you in after all people with appoitment got their job done?
