PP Stamp in NYC expired and no CARD yet!!!

Hi,
This is not my case,I am trying to help a friend of mine.Here is his history:
He got his Green Card thru marriage.His case was approved and passport was stamped after interview in NYC on May/2003,over one year passed and he did not received his card,then his passport also expired,he got his passport renewed with his consulate,made a infopass appointment and went for a new stamp on his passport in NYC Federal Plaza.After wait many hours(even with a appointment scheduled) they called his token number...He explained the situation (its beeing 16 months,since he was approved) but the officer said that she couldn't stamp his passport again because she didn't find his files,not even the computer info was updated so they have no way to know for sure that his case was really approved and the old stamp only is not enougth for them to re-stamp his PP.In another words:they lost his files!They told him that after a investigation they will contact him,it can take 2 or more months(it happend 3 weeks ago)no signs of anything yet.I called the 1-800 # for him,but without a I485 receipt # they wont give us any information about his case and he does not have a copy of his I485,not even his lawyer has one...We are trying to find the best way to solve this problem...What do you suggest??Please post your comments regarding this case.

PS:His lawyer told him to look for a senator or congressman for help! This is unbelievable!He's gotta be kidding,rigth?
 
did he get approved for a LPR or a conditional one?

if it was conditional then that could be the reason.

a conditional one means you have to reapply before 3 years is up.

but if they have nothing in the system then that is a problem

he needs his A# he will have to go there and show them all the paperwork he has in his possession.

He has to be in their system somewhere. If not then this is a case for the local congressman.

He was eligible for a LPR,I am sure of that.The thing is that he doesn't have a "welcome letter" to show them to re-stamp his PP.He went for a interview (when he got approved) and they took his interview letter at that time.
This is just one more thing that people should be aware of...I suggest that after approval day if 9 months passed and we haven't receive the cards we have to concern about and look for INS before is too late...
He was planning to travel abroad and now he can't!!! at least he went to visit his family last year when he got his approval...
