Postpone Oath by phone?

My wife arrived a couple of weeks to be with me in Europe, where I have a temporary job. Her oath was scheduled for Sept 9 with very short notice and we sent a letter asking for a reschedule. Today we received notice of a rescheduled oath ceremony for Sept 22, which is very difficult. It's very short notice among other things. I am not sure that they got the previous letter, which explicitly asked for advance notice for the oath ceremony. Is it a problem to delay again? Is there any way to get through to someone on the phone who can postpone?
