Postage for OCI application

I am sending in my OCI application to San Fransisco consulate and am not sure if I should add $16.25 to the $275 fee or do I need to include a prepaid return envelope with the application?

Please let me know.

You can do either option. If you send the prepaid, make sure you write your address on it. We actually sent the priority mail flat rate envelope which is under $5.
 
I think you need to send in return mail postage only when your OCI is ready and you send in your US passports for stamping.
