I am a F-1 studant and expected to graduate in December. I applied to Post OPT on Sept. 26th but Notice of Action has not been recieved yet. Now I need to withdraw the application as I intend to graduate in spring-2009. Do I have to wait until I recieve the Notice of Action to inform them (USCIS) about the withrawal?
