Post office returned AR11 :-(

I moved recently and mailed my AR 11 to DHS within the stipulated 10 days by certified mail. The post office returned my envelope today 1 month after I mailed it to DHS. I am planning to remail it but should I include a letter explaining the guy at the postoffice screwed up by taking the envelope and not asking me to pay sufficient postage for the certified mail. Thanks gurus for any input.

I am trying to maintain a clean slate until I file my N-400. Hope this is not a block!!!!!!!!!

PS: Try another post office or give Fedex 2 day a shot!
