NSC is in the process of training about 40 new agents to take over some of the work unfinishe at VSC. This is official and this is the reason why NIW takes longer at NSC that other places such as Texas.
New agents means more detalied examination of applications, which in turn leads to more RFE and higher denials.
UNfortunately, it is impossible to compare approval rates between centers, but based on messages posted in this forum, NSC seems to be the toughest.
