Police Record for Taiwan Stay: Any body know how to get it?

I lived in Taiwan for about 8 months. Please help with the process of getting Taiwan PCC. US State dept website says one can get it from Foreign Affairs Division, Taipei Municipal Police Department and application can be obtained from TECRO or local consulate. I called TECRO (consulate) in Chicago and DC and they have no clue!

I found application form on Taiwan govt\'s website but instructions says they accept only cash ($11) for processing. Most of the application is in Tiwanese and needs to be notarized if not applying in person.

If anybody has gone through this process, I appreciate your inputs.

My P3 says, if lived in a different country for more than 12 months AND was 16 years or older at that time THEN need PCC from that locality. But Mumbai consulate website says: However, if the applicant has resided abroad since the age of 16 for periods of six months or more, then a police certificate might be required from that country, depending on which country it was.

Although it is not clear if PCC is needed in my case, my lawyer has advised me to get it.
