Police clearing certificates in India

Hi,
I am currently in India and my I-140 is approved. My lawyer is filing for CP route (EB-1). He has asked me to submit Police clearing certificate.
Now after seeing the US VISA travel site for document requirement, I am not sure how many PCC I need.
My passport was issues from Bhubaneswar 9 years back and I can get one PCC from here. After the issues of passport, I have stayed only in Bhubaneswar or USA. So I believe only PCC should be enough.
Will I be required to collect PCC from other police localities where I have stayed earlier (before issuing Passport), like from where I did my engineering and my native place.
Requirement for PCC is very confuing and doesn''t exacatly tell me what all PCC I need from what all citiies.
This is my understanding:
Since my passport was issued more than six months before, so I need to 2 certificates:

1. PCC from Regional Passport office (Which in my case would be from Bhubaneswar Passport office)

2. PCC from local police authority (Which in my case would be again Bhubaeswar Police authority)

Do I really need these 2 or I need more from other cities where I have lived?

Please help me in this, I am very confused here.
 
Your understanding is correct. Since your passport was issued over six months back, you will need PCC from the local police (Bhubaneswar) as well as the regional passport office.

As for the PCC from local police, strictly speaking one must produce a certificate from every place where you have stayed more than six months. In practice though, the USCIS does not insist on this and as long as you get PCC from places during the past ten to fifteen years, they would be satisfied. However, it is their discretion as to what they can seek. Since you have not mentioned if you have stayed for long periods prior to Bhubaneswar, it is difficult to say anymore than this.
