Police Clearence : A tale of 2 cities.

For a parent going for CP at mumbai consulate requiring police clearence;

Lived in 1 city upto age 21 years.
Moved to another city after marriage and lived for 40 years.
Now at 61 when they go to Mubai for CP is police clearence needed from current residence of 40 years only or also needed where you spent first 21 years of life?

If anyone has knowledge of this would appreciate help.

Police clearance is needed from every place where a person resided for over 6 months.
