Hi,
I became a US citizen in July 2010, and we wanted to adopt from India. My husband and I are both from India, and he is still an Indian citizen. Had to give up on that because of bureaucracy, and we switched to Russia. We went through the paper work, got a referral, and met our child in Russia last week. Now we are doing paper work to bring him home, and need police clearance certificate from Indian consulate for the time period that we lived in India. The consulate in NY told us on Monday that they will issue that certificate, and today they called us and told us that we cannot get that. They issue it only for immigration purposes. Technically, we need it to get immigration papers processed for our child. Then our adoption agency asked them if they can at least issue a document saying that they don't give our clearance, they refused to do that also initially, but after persisting, the person said that she will talk to her supervisor about it. Does any one have any advise on what we can do here? I cannot imagine not being able to bring child home because of not getting this one document. I am really distressed. Thanks.
