Police certificate from USA

my sis in law used to live in usa but now she is living back home. Canadian embassy has asked her to provide police certificate from usa, The immigration officer who was interviewing her was not sure how she would get it but he said that she might have to submit them with medical
Could someone please tell me what would be the procedure of getting one for a person not present in usa. I know about FBI card but I am not sure how it would work for a person living outside of US.

Approach the nearest US consulate who can help getting fingerprinted and getting it forwarded to FBI for check.
