Police certificate from Ukraine

Hello everyone!

Does anyone know how to get police certificate from Ukraine? I haven't been to Ukraine in eighteen years (when I left it was still a soviet union). Will Ukrainian embassy provide such document? Or could I send legal authorization to a friend living in Ukraine to get this certificate for me? Where should he get it exactly? And how long will it take?

Thanks a lot for any information you can share.

Police Records
Records are available. Police and prison records are kept by the Ministry of Internal Affairs and the Security Service of Ukraine. Immigrant visa applicants from Ukraine obtain police certificates at their local OVIRs (Office of Visas and Registration). Applicants outside Ukraine have to apply for police certificates through the nearest Ukrainian Embassy or Consulate.
