Pls reduce font of announcement

Please reduce the font of the announcements. It is wasting a lot of 'front-page-space'.

Also, remove the message or make the heading 3 or 4 words eg :
"please - no non-immig issues'. It will save a few more lines on the front page.

Please take this in the best sense possible for improvement of the site.
