Pls Advise needed

If I with draw I485 application today and start CP how long from today I can expect my GC. I have filed 485 in Jan 2000 and no FP till now and I hear rumors that the cases might get transfered to local offices. I am trying to assess if it is good for me to change to CP at this stage
