Pls advise -J1 overstay issue

My friend who is an Indian citizen came to the US on a J1 . Her attorney got her a H1 and said she would not require to fulfil her 2 yr home country stay period. She subsequently got her Canadian citizenship and returned to the US to practise.She applied for her green card and has recieved a denial notice. What are her options? Her attorney has reappealed her case. Please give any suggestions or advise.

So the issue is apparently an overstay of the J1 before the H1 .... and the Canadian Citizenship followed by the US Greencard ....(???) Maybe it's just me but I do not understand clearly what the problem is. Is it maybe the §212(e), the 2yr HRR ?
My guess is that you will be more likely to receive good advice if you could try to explain the situation more coherent for a person who hears about this for the first time, not?
