Please Someone help me/ Refugee Travel document I-131

Hi,
My name is Hashem, I am an Iranian I moved from germany to the US, I am right now a US permant redisident, but I am a refugee, I applyed last year for a refugee Travel document, and I traveled to germany, but I had to apply for a new one because it expires every year, now they recieved my old refugee Travel document which was expired in January, so they recieved my forms January the 7th, but I still dont have my Refugee Travel document, what is happening is it going to take longer because its the second time or what, and why is my check cashed? And the bigest problem is because my letter said it is going to take 3 month and the airline tickets were so cheap so I bought my ticket and if I cant go my money is gone.
Please Help me if you can

The latest processing date for Refugee travel document is on before march 3rd 2003. check this out http://www.immigration.com/processing-times/ne.html however they have been taking long time lately. Some people in this forum took 6 weeks to get it but others got 3 months.

It took me 3 months the day i filled my papers. A week later I had my finger prints taken and almost 3 months later I got my RTD.
