dear friends, have an important question. If the brith certificate is unavailable what are the substitutes:
1) two affidavits I know are surely needed
BUT MY QUESTION IS REGARDING THE NON-AVAILABILITY CERTIFICATE (non availability "of birth certificate"certificate) - PLEASE ADVISE IF THIS IS NEEDED OR NOT.

Yes. Non-availability certificate is required. Two affidavits one from one of the parents and other from uncle or aunt is preferable. Lots of folks use both affidavits from both parents, but one from some other relative who is not expecting any immigration benifits from the applicant is preferable.
