Please respond - Can I file H visa(h1 or h2)

I am currently on H4 visa and I have a job offer from a non-profit museum and they want to know how to file h visa. I know the quota for 2005 is over but since this is a non-profit museum , can they apply h1b for me ? If not what are the steps to apply h2 visa now and can i convert to h4 or h1b from h2 ?

They can not apply for H-1B at this time beacuse like you said the quota has been reached. It does not matter if they are non-profit or not.
