Please HELP!

I live in Ohio and our company\'s headquarters is located in Northern KY. My lawyer says I should file my 485 to NSC, based upon where I live. But local INS says I MUST file to TSC cause KY belongs to TSC and this is also where my I140 got approved.

Can somebody knowing this let me know?

Normally, you file in the center that covers you where you live. So
you should file from NSC.
However, you already have an I-140 from TSC, at that time you probably provided an address in KY, then you are better off
filing your 485 there itself. This may mean providing an address in
kentucky rather than ohio. If you provide an ohio address, your case may be trasferred to nsc.
