PLEASE Help with AP mailing address

I have recently filed for AP (I 131) application. But there seems to be lot of confusion with mailing address where we need to send supporting document.

My Online confirmation receipt says to mail supporting documents to Vermont Service Center whereas by new press release, effective Dec. 1, 2004 for phase 1 (I live in Arizona) we need to send the supporting documents to Chicago address.

Can someone please clarify which is the right address?

You send it to where your EMPLOYMENT BASED I-485 is pending. If family based thats when it goes to Chicago lock box.
 
I found this on USCIS i131 form instruction website.
It seems to me that both family-based, and "other adjustment of status" may be filed to the Chicago lockbox.
After reading posts, it still confuses me, there are lots of posts reminding Chicago is only for Family-based cases.
My case is EB based, case is New York local office. I called a lawyer yesterday, she told me file it to Chicago lockbox too.
Can someone clarify it please.
