Please help....want to start a business

I am on H1B & wants to start a company (not sure of what form). I am planning for HR consulting & recruitment service. There will be no employees working here in the US, but there will 2 people working for me from India (in the US market). My questions are:-

1) Can I open a company in CA, even if I hold H1B visa?

2) What kind of documentation is required?

3) How much money is needed to start the company (reg etc).

yes but cannot work for that company without proper work authorization from uscis.
2) What kind of documentation is required?
depends on the state requirement.
3) How much money is needed to start the company (reg etc).
depends on the business - product/service, risk factor, insurance requirement, additional overheads if you have any employees in usa.
