Please HELP! Visa rejected

Hi,
My F1 visa was rejected in first week of Aug. in Mumbai. No question asked. Just rejected after asking GRE score (which was not bad - almost 2000).

I know I can apply one more time for personal interview over next two years.

My questions are:
1. Are there any quotas for F1 visa, which might have been exhausted since it is already August.

2. If I fail the second time, is there any chance of success by registered mail the third time?

3. I would miss the fall deadline to join my university. However, there is another university that gave me an admit and is starting in Sep end.
Can I change the univeristy when I apply for visa second time say in early Sep.

As far as I know, there are no quotas for F1 visas. What was the reason for the rejection? It was perhaps immigrant intent? In that case, show convincing evidence that you intend to return, like family, property in India etc.

I am not sure about univs setting deadline for students to join, unless you are a teaching assistant. You would perhaps miss a week or two of classes. Just talk to the first univ to make sure that there is indeed an absolute deadline before trying to go for the second university. There is nothing preventing you from trying your next visa with the second university. One issue that strengthens the visa application is funding from the university, though, which might impact your choice of univ.
