Please Help<==>Priority date transfer

I have EB3(RIR) with approved I140 with priority date feb2003
I have also applied EB2 under perm and applied I140 with a request of EB3 priority date transfer to EB2. My EB2 I140 got approved but priority date did not transferred from EB3 I140. They just gave me the EB2 priority date as Nov2006. It could be a mistake from USCIS.

How to proceed from this point for porting the priority date from EB3 to EB2. I have two approved I140s with priority dates Feb2003 ande Nov2006.

Any advice is highly appriciated.

did you enclose a copy of your old EB3 approved I-140 along with your new I-140 EB2 petition?

Someone else on the board had a similar problem. Your lawyer needs to send the old I-140 along with documentation that shows the rules of transfer of PD to the USCIS. I think there is a memo or something that exists.
