Please help NON-RIR to RIR

I know this is not the right forum to post but am taking this liberty as i was part of this forum for long time and i actively participated in this forum untill my GC was approved in july of this month. I am posting my question in this forum because all of you have crossed the LC stage and have good knowledge of the LC process.

Question:
My brother has applied LC on NON-RIR in IOWA(NSC) and it is very slow there, he is on 8th year H1 extension. we want to expedite the process, can he convert from NON-RIR to RIR, did any one of you do it or do any one of you know the process and any good lawyer who can handle these kind of cases. Please advise, your advise is greatly appreciated.

Your company and your attorney have to justify your labor certifcation for RIR. It has to include eduction and possition hold in the company. In this case, I think you/he has to start a new labor certification. I don't think they will be able to change the existing LC. You can apply as many LC as you want, as long you are applying for different company or possition. However, one good attorney will give you better inputs.
