Please Help! Need to File a Fmly Based GC Petition

Folks:
I need information on FB GC petitions. My Sister is getting married to a US Citizen. She is in the US on an H1-B visa. My to be brother-in-law lives in CA.
Can someone please let me know the reuired forms to file the GC Petition.
From the various post I have read:
I have figured out that one has to file

* I-130 Filing Fees $130
* I-485 Filing Fees $NA

Please correct if me I am wrong.

Furthermore can one file I-130 and I -485 concurrently.

I would really appreciate if some one could provide a brief synopsis of the forms that need to be filed cocurrently along with the filing fees and also a word or two about applying for EAD and AP.
