Please help, I-30 problem

Hi,
my father filed I-30 for me and my mother on August 13 ,2003. Until recently when i checked Case status at USCIS it said we require 550-560 days for processing. I registered myself at the website and a few days ago i received an email stating
"
Application Type: I130 , IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR
ORPHAN

Current Status:

On April 18, 2006, your I130 IMMIGRANT PETITION FOR RELATIVE,
FIANCE(E), OR ORPHAN was received here for processing. It is taking between 990
and 999 days for us to process this kind of case. We will mail you a
decision as soon as processing is complete.
"
I dont understand that suddenly they say they received the application on April 2006 when a few days back they posted the correct date on Aug,2003.
How and Why this date changed can someone please explain this??.

Many I130 petitions filed with TSC and NSC are being transferred to CSC for processing. When a transfer takes place, applicant receives notice informing about transfer to CSC and then CSC notifies about having received file. That may have been the recent email you received. Some thoughts/questions:

- Where were I130 filed originally?
- Did you receive a notice of transfer to CSC before the recent email?
- Is your father US citizen ot permanent resident? For wife of USC, I130 filed in 2003 should have been approved by now.

Yes my father is a GC holder. He applied at Nebraska.
Currently Cali SC is working on Jan 2005. but the letter say it will take 990 995 days. how long do think for them to send a result and whats next after that.

It is my understanding that sometimes they are not approving any I-130 until your priority date is almost current, that will be in a couple of years. But I don't know if your category applies for that issue.
