THE ISSUE

Disproportionate Waiting Times Unjust
1. Spouses and children of Legal Permanent Residents have to wait for an immigrant visa to become available before they can enter the country. This process, and due to the backlog in immigrant visa availability, is currently taking an average of six years. During this long period of time, spouses and children of legal immigrants are not allowed to visit their families in the USA. As a result, hundreds of thousands of families are being torn apart with little hope of relief. While holders of temporary visas, such as F1, H1, E1, L1, and etc. can bring their spouses and children in a short period of time, spouses and children of Legal permanent residents have no choice but to wait for an immigrant visa to become available. Six long years of separation. That’s unjust, unfair and inhumane .
ABOUT BILL H.R. 3701 AND HOW IT WILL HELP
1. Recently, Bill H.R. 3701 to amend INA was introduced and forwarded to the House Committee on Judiciary. It extends the deadline for V visa until year 2011 and reduces the waiting period to 6 months. This Bill, if enacted, would most effectively solve the problem with a minimum impact on the federal government. The pertinent procedures and infrastructure already exist and are in place. This Bill would also allow the federal government to perform stringent security checks and any other existing and new procedures without punishing families that would be allowed to stay united. The V visa program has a proven track record of success. During the first 2 years of the V-visa program, 20,000 families and over 40,000 children were united thanks to the program.
2. In all aspects the Bill H.R. 3701 is an excellent piece of legislation. It is currently cosponsored by four members of the Committee on Judiciary in the U.S. House of Representatives. So far, the Bill is pending consideration. Every day this law is delayed, hundreds of thousands of spouses and children of Legal Permanent Residents remain separated. This is a violation of American notions of family values and justice.
3. I am requesting you to support Bill H.R. 3701 for extending the V visa and for reducing the waiting time from 6 years to 6 months. As the policies of furthering family unity and nurturing close ties echoes throughout US immigration laws and policies, it would be inhumane not to lift these restrictions that separate Lawful Permanent Residents from their families for such an extensive period of time.
