Please Help - AP needed before leaving or just while entering ?

Lets say if someone applies for AP and leaves US(before approval)
After approval , if someoone mails the approved AP to him/her in
another country..
Can he/she re-enter US using the AP ?
or is it really necessary to be approved before departure ?

My coleague\'s friend had the same situation and he re-entered usa without any questions. So it is not a big deal when it get approved.
