Please clarify

I heard from one of my friends that:

if one does not get approved by that particular month the following year
i.e sep 01 should be approved by sep 02
oct 01 should be approved by oct 02 etc. or
atleast by the first 2 weeks the following month

then INS just sends that case into some pending area and it might stay there for who knows how long.


Is this true?

Please clarify!!!!!!!!!
