I have a question: My H1b visa expired on nov 2002, but I have applied extention and i got h1b extention approval (i129). Is it ok if I send it now to st. louis for h1b visa or is it too late now?
 
If I understand you correctly, you wouldn't need a physical stamp on your passport (visa) as long as you remain in the U.S. The approval notice should attach a new I-94 card. If you travel outside of U.S., you should apply for a new visa at the consulate.

You mean for h-1b stamping? Since your approval took a long time, I think you can send it for stamping even now.
