Hello Everybody,
I obtained the NORI certificates (attested) from the Indian Consulate in Houston TX. I have mailed one copy to the Delhi office. My mom handed over the NORIs in person to the Tamil Nadu Passport office & the Home Department in Tamil Nadu.
a. It's almost 45 days.I have not gotten a reply back from the Delhi office yet. How long does it take? Will they send me a copy ?

b. I was told by the passport office that they would send it directly to the Consulate in TX in a week's time. My mom handed them a pre-paid speed post envelope. It's over 5 weeks now. I tried contacting the Indian Consulate via email. I left a voice message. But no response. Is there any way by which I can contact the Indian consulate to check on the receipt of my NORI from the passport office in Tamil Nadu.

c. Moreover the person whom my mother had given my NORI to in the Home Dept, Tamil Nadu asked us to come back to get some letters attested from the colleges I attended. But we have not been able to get hold of that person. Would they send it directly to my colleges & take the subsequent steps involved? I'm worried. What should I do about this?

Generally it takes about 2-3 month to get the letter from Delhi. Sometimes they will send copy to you.

Passport office takes about 2 months. Keep checking with Houston office..it is frustrating..but there is no way out..they do not respond to your voice messages..you just have to keep trying several times till you get hold of someone..try sending an e-mail..sometimes they respond!

I am not sure if it was a good idea to hand it over instead of mailing. the moment they realize that there is someone in India to follow up on..they will start demanding money..and looks like you are already in that TRAP.
As far as I know, you do not need any attestation. The procedure is similar to first time passport applications. From home ministry, it will go to the local police station and there will be a police enquiry..police station will contact your folks and you have to pay some fee there. Other than that there is no additional attestation that I am aware of. If that person is doing this for money..you better find a way out ASAP.
