Please Advice, What will happen if Consulate doesn’t accept Attorney certify I-140?

My employer files I-824 through lawyer, lawyer select US consulate Toronto (as a Canadian PR).

I am not sure US consulate Toronto accept AC I-140,

What will happen if they don’t? Do I have to file again I-824?

Using same I-824 Can I send AC I -140 to US consulate Mumbai?
