Anyone has any idea how long it takes to receive the plastic card from NSC after approval?

Called IIO
Today, I could not resist so called IIO to see what they say.
I gave my LIN Numbers, he asked me what is that he can do for me.
First I asked him to check the address on my record. It is still the old address, I moved to a new place and sent the AR11 long back. But it is not updated. So I asked him to update it, he did.
But then when I asked, how long it take to plastic card he says 14 to 18 months...can anybody belive it?? I guess by that time we would have got our passport stamped twice...what a shame?
Ontop, he don't want to update my wife record address. She has to call again....pathetic rules!
