Plastic Card

I understand that one gets plastic card immediately if approved through local INS center rather than the regional one! What is the reason? Would appreciate any feed back. Thanks.

Around the time I received my card in 2002 I noticed that people who did consular processing regardless of where they lived typically received their green cards within a maximum of 30 days. I was very intrigued by it and assumed that for consular processing it was done in a separate facility which was much faster than the one used for 485 processing.
