My card arrived however at back of the card said "VOID IF ALTERED. MAY REVOKED BY INS"

Is this normal or not?

That's normal

Every body's card has same thing written on it. Don't worry. Be sure not to alter it or do anything bad. Good luck!!

Yes, it is. But I don't think they are enforcing it now. I haven't heard any consequences of non-filing.

Do we have to inform USCIS about change of job even after getting greencard.

Need to let INS know if you change Address

I think after GC you need not let INS know after job change but you must file an AR-11 within 10 days if you move.

In general INS does not strictly enforce the rule. However if ever found to be violating the rule you can be deported in the worst case. Shortly after 9-11 a palestinian guy(I forget the name) was deported based on this rule only. He was a PR and his kids were citizens and they deported him almost 10yrs after having become PR.The guy had everything in order but the AR-11 was the only thing they could charge him with and they did.

This does not sound like a case of going after a person due to non-filing AR-11.
Typically, when they have strong suspicions about anything undesireable, in their opinion, but can prove nothing, they will keep digging till they can find something to hang the person by. Seems such to me. I could always be wrong...

AR-11 is change of address, nothing to do with change of jobs. If you stay at the same address and change your job, no need to file an AR-11.

If this is the same case I remember, the authorities DID have some suspicions about this guy. They also searched his apartment and found evidence that he had co-signed leases and credit applications for illegal immigrants, which I recall from the article is a felony. The full article was in the NYT. I believe the typical punishment for failing to file is a small fine, and in extreme cases, some short jail time.
