Plastic card timeline and question on traveling to Canada

Today, I got a welcome letter from NSC indicating that PR record has been registed and a green card will be mailed to me in 3 weeks. I wonder if what is the timeline indicated by INS of those of you who have received such notice?

Also, I plan to travel to Canada this weekend. Has anyone traveled there using temp I-551 stamp on his/her passport? I assume Canadian should let you in and you should have no issue coming back right?
