Plastic Card Not Received !!

I got approved for Green Card thru Consular Processing
in Nov 2002. My wife received the card in 2 weeks. I did not
receive it till today.. No welcome letter either untill 21/5/2003
do you know of any such cases..
I just cannot reach texas service center 214-381-1423
When I called the National Customer service they told me it is
taking 1 year !!! Does any one here in the same boat ??
