Pittsburgh Labor question

My friend is applying his Labor at Pittsburgh PA. His company is applying in Non-RIR. Will it slowdown his process? Since dates of RIR and non-RIR are same at Pittsburgh does it make any sense to force them to file in RIR?

Both RIR and Non-RIR almost looks same processing time at state and federal except there is a different of a month at the regional level. Other than that both obtion would take almost the same time until otherwise future processing time would change for RIR and Non-RIR.
