PIO vs OCI post naturalization for adult - US citizen

A friend plans to return to India after getting his US citizenship, but doesnt want to spend months post naturalization waiting for the OCI..
Doesnt want to take a visa cause wants to look for employment in India on landing.

1) Is PIO sufficient for this purpose? will convert to OCI at later point
2) Aware of registration reqs ? Will that be an issue for an adult in Pune??

PIO is sufficient.
WIth PIO, Registration needs to be done within 180 days. The friend can come to India and apply for OCI avoiding registration altogether.

If OCI is applied and gets dragged beyond 180 days, would the applicant then be required to register or is the registration waived because of the pending OCI paperwork?

OCI is taking between 1-3 months, depending where your friend is in US. Unless your friend already has offer on hand, waiting a month or three after citizenship is recommended rather than figuring out how the system works in India.
Regardless where an adult resides in India, registration with nearest FRRO or police station requirements are same for any visa type other than OCI.
OCI is lot cheaper than PIO ($365 + OCI conversion fee for PIO; $265 for OCI). If all paper work is in order, OCI does not take more than 3 months (I have seen people in some parts of US receiving OCI in less than a month).
