Pio card extended stay... registration..need help

Hi
I checked the registration matter with indian consulate ,SFO. They told me that registration is compulsory for babies holding PIO also.

Now i need some more info.

yesterday my parents went to Superintendent of police.They took all the required doc's along with baby to FRO.


"In the SP office they took 1500 RS fee[chalana] for registration".
Iam wondering about this fee for Registartion?
[Some of my friends told that there is no fee for registarion..]

My baby does n't violate any rule at the same my parents went for registration before the 180 day period.

Iam wondering why they charge for simple registration?.

Please any one throw some light on this.How to deal this matter?

Did it ever occur to you that some public officials might be corrupt ?
