Photos for I-131

Dear friends,

I would like to double-check whether one has to submit photographs along with an I-131 form.

The filing instructions are a bit confusing. Here is what they set forth: "If you are outside the United States and filing for a refugee travel document, or if you are in the United States and filing for advance parole document.
You must submit two identical color photographs of yourself taken within 30 days of the filing of this application". Nothing is said about the applicants who are INSIDE the US and are filing for a RTD. Does it imply that such applicants do not have to submit photos because they will be sent to a biometrics office in any case?

You would have to submit the photographs when filing for I-131. It is part of the requirements, it is vague but when asked for AP, it would also be required for RTD, they probably missed mentioning it or clarifying it.

You don't submit photos anymore. They are taken at your biometrics appointment.

Oh, that's interesting. That seems to be logical, actually. Are you a 100% sure though? I wouldn't like to re-submit my application if it gets returned...
 
paper Photos no longer required for submission with RTD. This is why you pay $80 biometrics for form I-131 for Code 2 collection (right index fingerprint, signature & photo)
 
if they still ask you for the photos in the instruction, it means that they need it for a reason and is required. USCIS is aware of the biometrics system and still, after changing the entire website completely, asks for paper photos for I-131 filing. Submit it just to be on the safe side.

I see your point, but the thing is that they do not ask for paper photos in the instructions.
 
Paper Photos are NOT required for RTD I-131 application. Its that straightforward

Just like vampireroam said..Paper photos are not needed. I applied for RTD September25, 2009 and did not send paper photos. You will get a finger print notice and they will take your fingerprints, signature and a photo during that appointment.
