Photocopy of certified copy of birth certificate or certified copy itself?

applying for spouse..
I-130 instructions talks about requiring birth certificate of children as one of the proofs.. Is it acceptable to send a photocopy or should I send a certified copy of the birth certificate?

We sent a translated(as its' not in English) certified copy. It was notarized and was accepted.

its is acceptable to send just a photocopy, yes it says "illegal to duplicate this copy" but in this case its not for an illegal purpose just for prove and its going to them. birth cerificates, naturalizion certificates, Green Cards, passports, these are all documents illegal to duplicate, but it would be illegal to photocopy for prove.
