Photocopy of 2nd FP notice

2 days back I received the photocopy of my wife's 2nd FP notice from CSC. Mine was not there. I am still waiting for mine.
What is this FP photocopy story? or the new FP notices are white photocopy like thing

Most FP notices do not have the security printed background.
