I read the “a guide to naturalization” page 33, to my surprise, the example photo shown there is NO different from green card style photo.

Is this true? My understanding is that passport style photo should show the face straight forward and green card style photo shows right side of face and right ear.

When I applied for green card few years ago, I went to a photo shop, I still can remember that I was asked if I want green card style or passport style photo. Hence, I assume they are different.

Is requirement changed recently?

With INS the photo is always the right year exposure style photo. Whether the application is for EAD, GC or whatever, expose the right ear and send a shot to INS.

For passports show your face up!

What is your confusion in this? If you are applying for N400, a green card style photo is required. If you are applying for passport, show your face forward. What is wrong in the guide for Naturalization?

Read it again. Everything looks to be in order.
