Sharing my experience if anyone in the same situation:

This is from my personal experience. We have landed in Toronto back in August. We have to re-submit our daughter's photo. We have received a letter saying that if we attend on so and so date, they will take the picture at their office, if not we have to submit the correct photo. Initially I thought that we can submit the photo at any port of entry. We went to Ottawa, and stopped at the immigration office, they told me that they can not take the picture just like that, because the complete amplification was located at office that was mentioned in the letter. Plus the officer at Ottawa also mentioned that we have to submit the photo before the date that was mentioned in the letter. For us, the letter says within the 6 months. So we drove from Ottawa to Toronto and went to the same office that was mentioned in the letter. We have submitted the photo, and signed on the new application. So basically they have prepared the new application for my daughter that is exactly look like the application that we have originally signed during our landing process. We have to sign within the white space.

Hope this helps!!!

Dear Sree,
thanks you for the feedback I really appreciate it.
You mentioned that you guys went to this office in Ottawa and then to Torronto which implies that you were alrady in Canada.
The problem I have is that I am outside Canada and I cannot re-enter Canada without PR card that I didn't get because of the photo issue.
You guys took care of it while in Canada. Or your daughter stayed in the US while you went to Canada to take care of the photo retake?
I am thinking about applying for a travel document at Canadian consulate in the US and then re-entering Canada. Or, is there any other way to enter Canada and take care of the photos without applying for a travel document at a Canadian consulate abroad?
As far as I understood I can't enter Canada with my just the copy of landing record (COPR). Or, maybe I send just my wife who received her PR card to take care of my photos while I stay in the US. Is that possible?

from what I have read in the forums, you can always re-enter canada with your COPR, (and passport) through any land crossings from US.

You only need to obtain a re-entry permit if you fly into canada without a green card.

Hey thanks a lot. This is very important information that will save me a lot of time and money. Does anybody know about some official document related to this land-only option that I may take a look and confirm this possibility of entering Canda just with COPR and passport (and without PR card)? Thanks.

You can re-enter Canada with you COPR and passport only by driving in your own car or by rental car., you cannot fly. Recently we drove to Canada for the photo re-take and came back to US.
