Phily office don't do AP anymore?

I went to Philadelphia office this morning trying to apply for AP, however, I was told by one employee (seems she is disgruntled) that I need to file to Vermont for this application. Is that true? Anyone has same experience?

I feel this employee is too unhappy to assist me and I tried to call the Phila. INS office, but no one answer the phone, I am helpless.

When I visited the Philly INS office to renew my EAD they refused to accept it and asked me to file it in Vermont.
They are processing EADs only for 485 cases that were filed at Philadephia.

I am not sure of AP but I will not be surprised if they dont accept it there anymore.
