Phila and North Carolina SESA current ???

I have noticed that state labor in Phila and North Carolina is current now. I remember few months ago these two places had quite a big backlog. Do you have any idea how the problem was solved and if other states are planning to follow this ?

actually from what I've read is that Phili and one other location and I don't remember which one (bcause my case is Phili I remembered that one) started a backlog reduction program and plan on continuing this program into next year as long as the funding is there....
so thats what happened at Phili ...
