Petitioning for my Dad as a USC!!!

Hello there,
My dad came to the states on B2 and applied for i-589 around 2004.Went to collect the decision, they said they would mail him the decision.He waited for almost 2008 and still case was pending ( Meaning no Decision was made).He retained an attorney in order to inquire about the status and we got documentations stating the decision has not been made yet around 2008.Finally around April of 2008, he left to the COP ( as the contry's conditions changed).Later on around September of 2008 ( Which is 5 months after his Departure), the Immigration court asked him to come for hearing ( which obviously he wasnt able to attend coz he had already departed), the Decision was made in absentia.He was Ordered removal.
I am his son, a USC and now would like to petition him for him to come and live with me in the States ( as an immigrant).I have heard mixed opininons about which avenue to take ( Some says its very complicated and that the chances are very low, and some says it shouldnt be that hard).I would really appreciate if someone could assist me on how i, being a petitioner should procees???

P.S: My dad has no Criminal offenses.
