petition pending Service Consideration - 485 enquiry

My 485 nd is 08/19/2003. I started case enquiry and got a reply in mail from USCIS that Petition/Application is still pending Service consideration.
What does it mean ? and what should I do next. VSC processing date is 01/29/04

Try contacting your local congressman/senator. As you are way past published processing dates, I am sure they will look into it.
